God hardened Pharaoh's heart by judiciously leaving it to its own wicked sin and desires and then skilfully directed that sin to His greater glory in delivering Israel. Pharaoh himself on a number of occasions confessed that the sin was his. Pharaoh, in this regard, is a powerful example of the observation of Solomon in Proverbs 21:1 "The king's heart is in the hand of the LORD, as the rivers of water: he turneth it whithersoever he will." and yet at all times, the will of Pharaoh was free to follow the dictates of his own heart.
